Beyond Low Water: Lost Villages of the North Kent Coast’s Swale Estuary
In the world of archaeology, there’s a certain allure which surrounds the topic of sunken cities! The very utterance of the word evokes images of warm waters with ancient citadels such as Thonis-Heracleion in the Nile Delta of Egypt or the sunken Mycenaean city of Pavlopetri in southern Greece.
Examples such as these stand out for their state of preservation and enigma, yet they shape our view of the past. Scholars and archaeologists often study these long-lost settlements, trying to understand how and why they disappeared.
But one doesn’t have to travel too far from the Swale Estuary to find examples of former settlements swallowed by the sea. From Dunwich to Old Winchelsea, which both began to succumb to the waves after successive severe storms in the 13th century, the U.K. has a multitude of compelling sites. Indeed, on the North Kent coast in the south-east of England, there are a couple of notable examples, including the village of Reculver, east of Herne Bay.[fn1]
The seabed off modern Reculver now contains sites from the Roman, Saxon, and Medieval periods that were washed away by coastal erosion already underway, as noted as early as the 16th century by travellers.[fn2]
The coastal zone of the North Kent Plain is a strip of land extending from the Thames Estuary in the north to the chalk of the Kent Downs. The coastline has been subject to several geological and climatological processes that can affect it and, in the past, have altered its shape, submerging entire landscapes, including settlements. Among the factors, the most important and decisive is the sea level around our coastlines.

[pg37]After the last glacial maxim (coldest phase of the last ice age) 20,000 years ago, Kent and the east coast of Britain were connected to the continent between Denmark and France by a low plain known as Doggerland, which was topped by the archaeologically rich Dogger Bank (an interfluve between two river valleys).[fn3] This land bridge gradually flooded as glacial ice melted, with submersion accelerated by two significant global events. The first was the release of vast amounts of water from two North American proglacial lakes around 8,200 BCE. The second was the Storegga Slide Tsunami (a giant wave triggered by an underwater earthquake) off the Norwegian coast circa 6,200 BCE, which saw the landmass of Britain finally becoming an island by 5,000 BCE. The aforementioned high potential for Mesolithic and Palaeolithic seasonal settlements/encampments on this submerged plain, taken into account with sites such as Bouldnor Cliff off the Isle of Wight, teases at the vast scale of lost prehistoric occupation sites around this coastline.[fn4]
The soft clays and underlying sands of the North Kent Coast are another significant factor which is effecting the erosion of past landscapes and settlements here, particularly along the coastline.[fn5] The isostatic sinking of the south as the glacial weight disappears from the north, combined with sea-level rise, serves to compound the inundation of this geology. Vulnerable areas like the cliffs between Herne Bay and Reculver, as well as the north-eastern coast of the Isle of Sheppey, from Minster to Warden Point, are ravaged by land slips, water runoff, increasingly extreme weather events and tidal action, which constantly erode this coastal fringe. Seldom do settlements disappear in monumental events such as floods or storms; they’re slowly abandoned over hundreds of years, becoming less economically viable as the shoreline changes, eventually being swallowed by the sea.
Lost Villages of the Swale
The vast majority of settlements swallowed by the sea were lost in antiquity, and we have only circumstantial evidence, if we’re fortunate, or evidence in the archaeological record. In the case of the Swale Estuary, we have some examples of loss in more recent history including a sunken oyster fishing village, an abandoned cement working community, churches claimed by the sea and even a postulated deserted medieval village.
Elmley
On an unlikely location by the intertidal Swale, on the southern side of the Isle of Sheppey, deep in the remote saltmarsh and reed-lined waterways of Elmley, one would find themselves among the ghosts of a community that carved out their lives here for over fifty years. At first glance, it’s hard to believe that a community serviced by a church, a school and even a pub called the Globe Inn[fn6] (Fig 3) once occupied the site in 19th and early 20th centuries. You may spot pairs of Marsh Harriers in graceful flight overhead or spy the brilliant black crest of a Lapwing through the grasses like the galloping plume of some miniature knight’s helm, but there are no obvious signs that two-hundred people once lived here in around thirty homes. To the north, the damp remains of The Dray channel, which once connected with Windmill Creek to the east creating a true island, further emphasises the isolated nature of this location.

[pg38]Elmley village was mostly an industrial community which sprang up around a short-lived brickfield in 1850 and later the Turkey Cement Works which operated on the site between 1854 and 1901. Clay was dug from the local saltmarsh to produce the cement by workers living in nearby cottages and terraces perhaps not too dissimilar from those along the Front Brents in Faversham. Occasional overgrown brick foundations protruding from the marsh represent the only remains of the houses that once comprised Elmley village. Extant archaeological remains of the cement works survive in the form of concrete bases, some upstanding brick and cement walls, a brick flue, a timber landing stage and a cement and brick wharf with an associated traveling crane.[fn7] Alongside this latter feature are the bones of two unidentified barges whose ribs emerge from the Swale mud at low-tide and may have once transported industrial material to and from this community.
To the east of the village on Elmley Hills, along the trackway lies the site of St James Church which stood at Elmley between circa 1247 to 1953.[fn8] Expanded in 1853 to service the growing population of Elmley, the church records note 394 baptisms and 160 burials from around this time up until the 1930’s. The church has also been suggested to represent the location of a deserted medieval village on Elmley.[fn9] Whilst the presence of a medieval parish church does not denote the presence of a contemporaneous community, there is evidence of rectilinear and structure/platform-like crop and parch marks just to the north and south of the church location, recorded in aerial survey (Figs 4&5).

[pg39]Next to this location are the ruins of a School built in 1885 which now serve as a popular haunt for a beautiful Little Owl but was once attended by up to fifty children making their way up the trackway from the village. With the closure of the Cement works in 1901, Elmley village was abandoned as people fled unemployment and starvation. The population plummeted from 219 people in 1891 to just 41 people in 1911, made up of farm workers living at Kingshill Farm and a few scattered cottages, as well as the Williams and Dodd families who remained at Seaview Cottages (which were among the last to disappear).[fn10] At this time the school recorded just 6 children in attendance. With little need for a pub, a church or a school, the village began to decay, disappearing from the landscape alongside the cement works infrastructure. The Church and school building were used as barns or storage in the middle of the 20th Century until the church was demolished in 1953. The damage wrought by the 1953 North Sea flood saw the Church stone dismantled and reused to repair and improve sea defences around Elmley. So, although not submerged, part of the village it seems was claimed by the sea.
Hampton-on-Sea
Hampton-on-Sea was a small village located on the coast outside of the estuary between Swalecliff and Herne Bay. It grew from a tiny fishing hamlet in 1864, under the control of the Hampton Oyster Fishery Company, and was developed from 1879.[fn11]

[pg40]The company constructed a large pier, oyster ponds, and tramlines to link the site to the train line half a mile inland. As part of the site’s infrastructure, they also built housing for company employees in a neighbourhood on a patch of ground to the West of the pier. During the decades of its construction, the coastline around Herne Cliff and Eddington Gardens experienced periods of extensive erosion, with sections of the foreshore being washed away by currents.
By 1916, the neighbourhood had to be abandoned; in 1921, the whole neighbourhood disappeared into the sea. Visitors to the location today can observe a large breakwater located in the intertidal zone, some 100 meters from the high-water mark. The site’s erosion and degradation did not occur overnight; rather, it took several decades as the relatively recent neighbourhood slowly subsided. As a result, we’re fortunate to have a large number of images, both cartographic and photographic, to draw upon to understand the process and its impact. On the one hand, the destruction of this neighbourhood had implications for coastal ecology and for communities that relied on fishing in this area. Reducing its economic viability and diminishing its value to society at large rendered it economically unviable. However, with all events, there is the possibility for spectators to come and view degradation of the site as a form of “destruction tourism”, with day trippers coming to visit the site and buy novel postcards.
Warden
Over on the north coast of the Isle of Sheppey, facing the full wrath of the North Sea at the end of the Thames Estuary, sits Warden. One of the top twenty-one English coastlines at most at risk of erosion, as of the Environment Agencies January 2025 update,[fn12] the village has been slowly, and sometimes quite rapidly, sliding over the cliffs for centuries.
The site of Warden Church now lies out in the ocean beyond the median-tide line. Established prior to the 16th century, St James Church stood a considerable distance inland and served as a navigation landmark for mariners.[fn13] By 1868 it was abandoned with its pews used for firewood as it loomed precariously on the cliff edge with the sea ever encroaching. By 1887 the church was demolished with its foundations, grounds and graveyard sliding over the edge of the cliffs shortly after.
Extensive landslips were widely reported in the 19th and 20th centuries, taking with them; houses, acres of farmland, archaeological features as well as the village shop and pub (the Smack Inn). The cottages shown in the image below (Fig 11) were claimed by the sea after a large landslip in 1971.[fn14]

[pg41]The rates of loss experienced here are attributed to the London Clay cliffs which are vulnerable to water-run-off and increasing extreme weather events causing frequent landslips. The cliffs are also undercut by tidal action which will undoubtedly increase as sea levels rise. In the 19th century rates are estimated to have been anywhere between 1.1m to 2.1 metres per year.
Canterbury City Council Engineering services gauged a rate of 1.42m per year in 2011 with an estimated increase to 3.1 m per year in 2100.[fn15] However, this rate is not a constant. The movement of between 77 and 93 metres of the Second World War features at Warden point, analysed in this Coasts in Mind record, are attributed to deep-seated landslip events, the most prominent being in 1971 with successive landslips throughout the 80’s.
In Conclusion /Processes of Place
Despite the mystique and sometimes glamorous aura that can surround submerged sites, their greatest value to science lies in a better understanding of the processes by which they cause the loss of settlements and of the impact they had on communities living in and around them.
By studying sites that have experienced sea-level rise and coastal erosion, we can better understand the natural processes of physical formation that occurred during the site’s use by its inhabitants and after its abandonment/submergence. Processes of abandonment and the creation of the archaeological record can provide insight into what life was like for these communities in the past.
How they may have tried to slow the impact of rising sea levels or how they reacted to freak events driven by storms are relevant to understanding of how society today may have to deal with some of these challenges. Ironically with the impact of rising sea level driven by climate change there may well be many more sunken cities in our future rather than from our past.
