This very eroded stone could well be the headstone of John Hoadly, died 1719. The style of stone fits the period. Unfortunately, I have not found an obvious fit for the surviving inscription, obviously a woman, perhaps his mother?
She may have remarried elsewhere, so may be in the Burial Register under a different name. In case it is John Hoadly's stone, I am including his will, which is dated 4th September 1719.
John Hoadly of Cliffe, Farmer, having a stone.(Cause of death ?)

The flames quickly spread to an adjoining cottage, and the two houses, which were composed mostly of tarred wood, were entirely destroyed. Kenknight escaped from the burning building, as did Mrs Kenknight, an invalid, but she was terribly burned. Kenknight afterwards returned to the cottage to rescue his two children, but was overpowered by the smoke and heat, and both he and the children, two daughters, aged four and eight, perished. Their bodies were afterwards recovered in a terribly charred condition among debris in the cellar"

From the "Kent Messenger" 13th July 1901
"Yesterday, (Thursday) Mrs Kenknight succumbed to her injuries in St. Bartholomew's Hospital"
"The five children who escaped , and who are now orphans, the oldest being 17 and the youngest two, are left entirely destitute. A subscription list has been opened on their behalf, and a committee publicly elected to act as trustees. Subscriptions may be sent to either the Re. H. Boyd, Rector of Cliffe; Mr John Robertson, Chairman of the Parish Council; or Councillor F. Wright"

Frederick
Kenknight was killed by an explosion of Gun Cotton at the Curtis and Harvey Explosives Factory on Cliffe Marshes. William Moon (Monument in same Section) was fatally burnt in the explosion, which occurred in the early hours of the 4th February. "The Times", 20th February 1904, reported that the explosion was probably caused by friction against over heated gun cotton, which Kenknight and Moon had moved to a new hut from the drying room. The stove in the drying room had probably not cooled sufficiently, so the Gun Cotton was probably too warm. The Explosives Inspector was of the opinion that no blame could be attached to either man. Inquest verdicts of "Accidental Death" were returned.

Cottage occupied by William Osmotherly to wife Ann for life. John Young to keep in good repair. To wife Ann household effects as she needs them, subject to her remaining a widow and living "a chaste and virtuous life". If she remarries or "leads an improper life", she will not get the 4 shillings per week. Personal estate to sons Henry and John, equally. Friend Charles Steel of Cliffe, Yeoman and son Henry Executors.
Witnesses: James Maynard, Baker of Cliffe, Edward Maynard, Baker of Cliffe and Samuel West, Clerk to Mr Gibbs, Solicitor, Strood

Did Henry Young have any grounds for thinking that his wife might lead an "improper life"? She did remarry, to Robert Allen, so lost her 4 shillings!
